At 5 a.m. this morning, the Clackamas County Sheriff's Office Special Weapons and Tactics Team joined forces with the Oregon State Police Special Weapons and Tactics Team to execute a search warrant on a large parcel of land with numerous outbuildings, located at 26566 S. Elisha Rd. in Canby.
The Clackamas County Sheriff's Office had initiated an investigation concerning this property when it was revealed the primary occupant of the manufactured home on this property was the mother of seven children -- children ranging in age from 3 to 17. The mother is identified as Rachelle Butcher, age 36.
Disturbingly, investigators learned Rachelle Butcher has been using and dealing methamphetamine extensively -- resulting in deplorable living conditions at this residence.
Investigators also report that the property has numerous outbuildings that have been occupied by known, wanted, armed felons -- felons dealing with stolen property and weapons.
Tactically, this was described as complex mission to effectively execute a search warrant with consideration to all the factors involved -- factors that included multiple wanted subjects, weapons, and a large parcel of land with multiple buildings and campers.
When law-enforcement personnel arrived in the area, a vehicle was observed departing this targeted residence. Uniformed officers conducting a traffic stop stopped the vehicle as it was leaving the area. The driver was identified as Allan Parker, DOB 11-11-1979. Parker was arrested on the scene and lodged at Clackamas County Jail with a charge of Failure to appear while driving under the influence of intoxicants, with a $5,000.00 bail. He was released from custody on his own recognizance earlier today.
With the successful completion of the search warrant executed at the residence, three subjects were located, identified and taken into custody. These subjects are identified as:
Rachelle Jean Butcher (DOB 01-12-1970) -- charged with Assault 4, Endangering the welfare of a minor, Unlawful Possession of Methamphetamine, Possession of a Stolen Motor Vehicle, Hindering prosecution, Theft by receiving and Possession of Stolen Property. This bail is established at $750,000.00. Arraignment is set for 07-20-06 at 3:00 p.m.
Nathan Allen Olney (DOB 08-15-1981) -- charged with Unauthorized Use of a motor vehicle 2X, Theft 1, Parole Violation, Robbery 3 and Assault 3. Total bail established at
$750,000. Arraignment is set for 07-20-06 at 3:00 p.m.
Eric Eugene Smith (DOB 04-15-1980) -- Lodged at Clackamas County Jail -- charged with Felony Parole Violation. Zero bail and holding for Washington County authorities.
Investigators searching the premises successfully located a stolen farm tractor, which was hidden in the woods near the residence. A Fox12 news helicopter was in the area -- and the pilot assisted and locating the tractor in the heavy foliage.
In addition, a stolen pick-up truck was located on the premises; it was reportedly in the process of being dismantled for parts.
At least 13 weapons were located during this search and retained as evidence. A reported quarter-ounce of methamphetamine was also identified and seized as evidence from the main residence. Investigators indicate the property contained a vast amount of tools and garden equipment that are also suspected to be stolen property.
Rachelle Butcher's children are now with relatives. Investigators are conferring with the Department of Human Services to address the welfare of these seven children.
Rachelle Butcher was also legally served and evicted from the Elisha Road premises today -- with the property secured by the property owner.
A total of 60 law-enforcement personnel were on-scene today. [END]
