Clackamas County Sheriff's deputies arrested Kurtis Raymond Steltz, 23, and Jessica Ann Allen, 33, both of Portland on burglary charges after deputies located Steltz hiding between the floor joists of a home in Clackamas.

At 9:08 a.m., deputies were called to 14620 SE Hwy 212, Clackamas after the homeowner reported that she had driven by the unoccupied residence and spotted a vehicle parked in the driveway and a male subject entering the back door of the residence. The homeowner explained that the house was unoccupied but there were personal items still inside the home.

Deputies located Jessica Allen outside the residence along with a maroon 1989 Toyota Camray that had been reported stolen from Gresham on 2-16-06. Deputies surrounded the residence, where they could hear a subject moving around inside and gave commands for the suspect to come out. Deputies deployed pepperball rounds into the resdidence but the suspect did not respond.

A Portland Police Bureau K-9 until responded to the residence and deputies were able to locate an area between the floor joists where it appeared the suspect was hiding. Deputies used a fire tool similar to a pickaxe to break into the area. When the suspect continued to ignore commands to show himself, a Taser was deployed. The suspect was then taken into custody without further incident.

The male suspect was identified as Kurtis Raymond Steltz. Kurtis Steltz was arrested on probable cause charges of Burglary I, Unauthorized Use of a Motor Vehicle and Possession of a Stolen vehicle and a Multnomah County warrant charging Failure to Appear on a charge of Theft II. His total bail was set at $82,500.00. Jessica Allen was arrested on a charge of Burglary I with bail set at $50,000.00. Both are scheduled to appear in Clackamas County Circuit Court on 2-22-06 at 3:00 p.m.
